Completion of the Memorial — August 2015
On September 11, 2011 an incomplete memorial opened to the public. At that time, the public area was set within the middle of a major construction site requiring security measures for access and public protection.
As of August 2015, with the completion of the surrounding streets, the memorial construction is complete and is publicly accessible on its entire perimeter.
